On February 5, the Gangnam Police Station in Seoul announced that they had referred a 24-year-old Dominican national, identified as A, to the prosecution on charges of violating the Narcotics Control Act.

According to the police, A had smuggled raw materials for the drug into South Korea from Vietnam since September last year, disguising them as cosmetic products. He then used Telegram chat rooms to promote and sell the illegal drug, falsely claiming: “It’s extremely cheap and easily accessible anywhere.”, “It’s available at pharmacies.”, “It’s non-addictive.”

The investigation revealed that A had manufactured approximately 4 liters of “Rush”, a quantity sufficient for 2,600 users, with a market value of approximately 33 million KRW (around 3.7 million JPY). Before the drug could enter circulation, police seized 3.42 liters of the substance, effectively preventing its distribution.

Authorities also reported that A had been working as a luxury brand reseller, frequently traveling between Vietnam and South Korea. However, due to declining sales, he allegedly turned to drug manufacturing and trafficking as an alternative source of income.

The Gangnam Police Chief emphasized that even if a substance is legal in other countries, its production, sale, possession, or consumption within South Korea is subject to strict legal penalties. He further warned that the police would thoroughly investigate and impose severe punishments on those who distribute drugs under false pretenses, such as claiming they are non-addictive or legal.
