On the 12th, South Korean online media outlet Sky Daily obtained an "Election Fraud Cartel Analysis Report," which revealed that Ryu Jae-hwa, the CEO of Kwonu Information and Communications, a company that supplied electronic election devices, made a conscience declaration. He claimed that he had "produced fraudulent electronic vote counting machines under the instructions of Kim Dae-jung, Lee Hae-chan, Park Ji-won, and Shin Gon."

Ryu was detained in 2003 over a lobbying scandal involving bribes paid to the National Election Commission (NEC). During the investigation, he made these explosive allegations. However, no investigation into his claims was conducted, and Kwonu Information and Communications closed down in 2004.

Both Ryu and the NEC information system executives who accepted bribes were sentenced to prison terms.
